Case summary
This ACO requires Morton Salt, Inc., Rittman, Ohio to control two new affected facilities in accordance with Standards of Performance for Nonmetallic Mineral Processing Plants at 40 C.F.R. Part 60, Subpart OOO (NSPS Subpart OOO). EPA had alleged that these two affected facilities were constructed at Morton Salt's Rittman, Ohio salt processing plant without complying with the requirements of NSPS Subpart OOO. The ACO also approves an alternative monitoring plan for NSPS Subpart OOO required monitoring, and requires Morton Salt to update its Title V permit to reflect that these emission units are subject to NSPS Subpart OOO. This ACO addresses the violations set forth in the FOV issued to Morton Salt on March 23, 2015.
