This ACO requires Equistar to implement measure to ensure that it operates its flares in a manner consistent with good air pollution control practices for minimizing emissions. Specifically, Equistar has installed equipment to monitor the vent gas flow and composition and steam flow, will continue to operate this equipment, and will use this monitoring equipment to ensure that the flare operational parameters, including the net heating value of the combustion zone gas, are at a level that ensure adequate destruction of the gases routed to the flare.
