Case summary
On March 20, 2015, EPA issued a Notice of Violation (NOV) to Ingredion alleging that Ingredion exceeded a 30-day rolling average emission limit for sulfur dioxide emissions from its coal-fired boiler on 91 occasions in 2013 and 2014. On June 28, 2016, EPA issued a Notice and Finding of Violation (NOV/FOV) to Ingredion alleging that it had conducted stack tests for particulate matter (PM) which demonstrated that it was exceeding its emission limits at its east and west gluten dryers, and at its seven gluten rotary filters; failed to timely respond to maintenance problems on its baghouses and conduct preventive maintenance; and failed to monitor baghouses daily as required by the SIP. This CAFO requires Ingredion to pay a penalty of $99,000, as well as to spend at least $220,000 performing a lead-based paint abatement SEP to abate lead-based paint in low-income homes and child-occupied facilities in Cook County. The CAFO resolves the NOV issued to Ingredion on March 20, 2015 and the NOV/FOV issued to Ingredion on June 28, 2016.
