Case summary
EPA alleges that Ingredion has violated the Illinois SIP and the facility's Title V Operating Permit. Specifically, Ingredion exceeded a 30-day rolling average emission limit for sulfur dioxide (SO2) emissions from its coal-fired boiler on 91 occasions in 2013 and 2014. It also conducted stack test for particulate matter (PM) which demonstrated that it was exceeded its emission limits at its east and west gluten dryers, and at its seven gluten rotary filters. Ingredion failed to timely respond to maintenance problems on its baghouses and conduct preventive maintenance, and failed to monitor baghouses daily as required by the SIP. This ACO requires Ingredion to make modifications to its permit to address the findings of the stack testing, to continue to operate the new equipment which it has installed to bring its boiler SO2 emissions and gluten rotary filter PM emissions back into compliance with the respective emission limits, conduct at least annual maintenance of the pressure drop sensors to ensure they are working properly, timely respond to corrective maintenance work orders issued for the baghouses and to pressure drop readings below zero inches of water column, and complete performance testing on three baghouses which routinely operate at a pressure drop significantly lower than the range recommended by the manufacturer. Compliance with the ACO is anticipated to reduce emissions of SO2 by over 30 tons and PM by over 3 tons. The ACO addresses the violations set forth in the NOV issued to Ingredion on March 20, 2015 and the NOV/FOV issued to Ingredion on June 28, 2016.
