Case summary

The Perfection Industries, Inc. Consent Order (Order) has been negotiated to address EPA?s concerns that hazardous wastes have been released to the environment from on-site locations that may present a substantial hazard to human health and/or the environment. The Order requires Perfection Industries to implement sampling, analysis, monitoring and reporting at the Perfection Industries, Detroit, Michigan facility and is issued pursuant to Section 3013(a) of the Resource Conservation and Recovery Act, as amended 42 U.S.C. ? 6934 (RCRA). Perfection Industries owns and operates a chrome plating and black oxide coating business located at 18571 Weaver Street, Detroit, Michigan. Wastes generated on-site include sodium hydroxide cake generated from the black oxide shop, methyl ethyl ketone generated from removing masking paint from parts after chrome plating, waste chrome sludge generated from cleaning out electroplating tanks, and waste naptha generated in the Lapping Area in the Gauge Shop. On February 5 and 6, 2013, EPA and the Michigan Department of Environmental Quality (MDEQ) conducted a hazardous waste inspection at the Detroit facility. The inspectors found approximately forty 55-gallon containers stored outdoors in an unpaved area at the rear of the facility. Some of the rusty 55-gallon containers had opened and the contents were spilled onto the unpaved ground. The facility had not shipped any hazardous waste off-site since a fire at the facility in 2006. The 55-gallon containers were sampled by EQ-Detroit LPS, Detroit, Michigan. All of the 55-gallon containers that had been stored outside were shipped off-site by the end of 2014. In summary, this Administrative Order on Consent requires Perfection Industries to implement sampling, analysis, monitoring and reporting for the area where the 55-gallon containers were stored at the Perfection Industries, Detroit, Michigan facility.
