EPA is entering into an Administrative Consent Order (ACO) with 31, Inc., Newcomerstown, Ohio to address violations regarding the National Emission Standards for Hazardous Air Pollutants for Halogenated Solvent Cleaning (Subpart T). EPA discussed violations of Subpart T with 31, Inc. on August 10, 2017. 31, Inc. agreed with EPA that it was not meeting the requirements of Subpart T for it trichloroethylene (TCE) batch cold cleaning unit. The ACO requires 31, Inc. to cease operation of the batch cold cleaning unit. It also requires proper disposal of the unit. 31, Inc. will purchase, install, and operate a new cleaning unit for tool and parts cleaning that is not subject to Subpart T. 31, Inc. will also apply for a permit modification to remove all reference for the ability to operate a TCE batch cold cleaning unit.
