Case summary

This Consent Agreement and Final Order (CAFO) for Paragon Metal Fabricators, Cincinnati, Ohio resolves violations regarding 40 C.F.R. Part 63, Subpart XXXXXX, National Emission Standards for Hazardous Air Pollutants Area Source Standards for Nine Metal Fabrication and Finishing Source Categories, and the federally approved Ohio State Implementation Plan (Ohio SIP). Specifically, this CAFO resolves Paragon's failure to submit certain notifications, annual compliance certifications, and daily visible emission readings to ensure compliance with Subpart XXXXXX as well as failure to obtain certain permits prior to construction of new sources of air pollution as required by the Ohio SIP. Actions necessary to bring the facility back into compliance have been completed so resolution will only require a CAFO. This CAFO requires Paragon to pay a penalty of $2,250, as well as implement a mutli-tiered supplemental environmental project (SEP) costing at least $13,300. The SEP includes: 1) replacement of a conventional air spray paint system with a more efficient air assisted airless pump system, 2) upgrading particulate filters used to control overspray on coating lines to more efficient filters, 3) converting from xylene based cleanup solvents to a non-HAP methyl ethyl ketone cleanup solvent, and 4) replacing 94, 40 watt fluorescent lamps in Paragon's office area with 18 watt LED lighting. This SEP provides emission reductions of HAP as well as particulate matter, volatile organic compounds, and indirect reductions of nitrogen oxide, sulfur dioxide, particulate matter, and green-house gases by switching to LED lights and reducing energy demand of Paragon. This CAFO resolves the NOV/FOV issued to Paragon Metal Fabricators on December 23, 2015.
