Case summary

Respondent has not fully implemented an appropriate SPCC Plan in compliance with 40 CFR 112 in that, among other things, the Facility does not currently have the required volume of secondary containment for all areas of the Facility. On January 13, 2017, Koppers provided the first of two updates for Tank T8200 repairs. The floor repairs will give the tank five years of extended service. These repairs started on January 9 and Koppers anticipate completion by January 31, 2017. Koppers also remains on schedule to return T8200 back to secondary containment service by January 31, 2017. Koppers will provide a second interim progress report by January 27, 2017. NOTE: Koppers provided a second interim progress report by January 27, 2017. Koppers completed repaired welds and passed final radiography test on February3, 2017. Pre-Start Safety Review (PSSR) conducted Feb. 2, 2017. Koppers returned T-8200 back to secondary containment service on Friday, February 3, 2017. This report was reviewed and approved by Joseph Ulfig.
