Case summary
POET Biorefining-Cloverdale, LLC (POET) owns and operates a fuel grade ethanol production dry mill facility at 2265 East County Road 800 South, Cloverdale, Indiana (the facility). From June 17 through September 1, 2011, POET operated fermentation operations during scrubber downtime and emitted VOC emissions in excess of the permitted limit of 25.64 lbs/hr. POET operated fermentation operations at the same period during scrubber downtime and emitted total HAP emissions in excess of the permitted limit of 0.99 lb/hr. The August 17, 2011, November 15, 2011, November 16, 2011, and November 17, 2011, stack test results demonstrate that at RTOs, the facility did not achieve a VOC control efficiency of 98% and exceeded a VOC concentration of 10 ppmv. The November 16 and November 17, 2011, stack test results demonstrate that at RTOs, the facility emitted CO in excess of the permitted limit of 24.40 lbs/hr. POET operated the RTOs below the required 3-hour average temperature. This CAFO requires POET to pay a penalty of $181,000 and comply with the Title V operating permit, and resolves the NOV/FOV issued to POET on May 29, 2015.
