Case summary

This Administrative Consent Order (ACO) is for Engineering Aggregates Corporation's facilities located at the following locations: 1. 2413 South County Road 150 East, Logansport, Indiana (Plant 1) 2. 1990 South County Road 500 East, Logansport, Indiana (Plant 2) EPA issued Engineering Aggregates? Plant 1 a Notice of Violation (NOV) on September 23, 2015. Through off-site surveillance on July 22, 2015, EPA inspectors observed fugitive particulate matter from Plant 1 crossing beyond Plant 1?s boundary line or property line, in violation of the Indiana SIP. EPA and Engineering Aggregates had a 113 conference on October 13, 2015. At the time, Engineering Aggregates discussed the necessary steps the facility was taking to return to compliance. This ACO will confirm compliance and allow EPA to move forward in settlement. Specifically, Engineering Aggregates has agreed to comply with a fugitive dust control plan (FDCP) approved by EPA at the facilities listed above. This FDCP will require Engineering Aggregates to do monthly inspections of its operations and buildings to ensure necessary measures are taken to minimize particulate matter emissions from its facility and implement FDCP training for all of its employees.
