Case summary

On September 19, 2014, EPA issued to Pilkington a Notice of Violation/Finding of Violation (NOV/FOV) in which EPA alleged that Pilkington violated provisions of its Title V permit and the Illinois State Implementation Plan at its flat-glass manufacturing plant. Specifically, EPA alleged that Pilkington exceeded its 30 percent opacity limit at its furnace, exceeded its 0.29 pounds per hour particulate matter (PM) limit at its Dust Collector #32, exceeded its 0.31 pounds per hour PM limit at its DC-6, and exceeded its 1,390 pounds per month chloride limit at its Coating Process. Additionally, Pilkington reported that it exceeded its 8.29 tons per year chloride limit at its Coating Process. Since the issuance of the NOV/FOV, Pilkington undertook measures to come into compliance and better monitor emissions. Pilkington improved batch loading operations and trained operators, and will read visible emissions in accordance with EPA Reference Method 9 at the furnace stack. At the dust collectors, Pilkington improved inspections and preventative maintenance, and increased its on-site inventory of critical spare parts. At the Coating Process scrubber, Pilkington will install a continuous chloride emission monitor, among other measures.
