Case summary

On February 13, 2013, EPA Region V inspected the Consolidated Grain and Barge Co. facility in Mount Vernon, Indiana, and determined that Respondent had failed to adequately prepare, maintain and implement an SPCC plan for the facility. Respondent?s failure to adequately prepare, maintain and implement an SPCC plan for the facility violated applicable sections of 40 CFR Section 112.7. Based on an analysis of factors in this case, USEPA determined that an appropriate civil penalty to settle this action was $20,000.00, due no later than 30 days after the effective date of the Final Order, which was January 20, 2015.
