Case summary
On August 6-8, 2014, Lafarge North America, Inc. (Lafarge) violated the concentration emission standards for semivolatile metals (SVM) and particulate matter (PM) at one of its two hazardous waste burning cement kilns during its 2014 comprehensive performance test (CPT) required by the National Emission Standards for Hazardous Air Pollutants from Hazardous Waste Combustors (HWC MACT). Further, Lafarge violated the thermal emission standard for low volatile metals (LVM) at the same kiln. After receiving the preliminary results on September 10, 2014, Lafarge shut down the violating kiln and inspected the fabric filter. Lafarge found 21 leaking bags, replaced nine leaking bags, and blanked off the other 12 leaking bags. Lafarge re-started the kiln and demonstrated compliance with the PM, SVM, and LVM standards during an early October 2014 retest.
