Case summary
EPA issued I Schumann a Notice and Finding of Violation on August 8, 2013 alleging that I Schumann failed to route emission from furnaces through the fabric filter, failed to meet requirements in the Initial Notification and Notification of Compliance Status, and failed to install and operate a bag leak detection system as required in NESHAP Subpart TTTTTT which resulted in releases of increased emissions of metal hazardous air pollutants and excess emissions of particulate matter (PM) to the environment. The NOV/FOV also alleged that I Schumann failed to demonstrate compliance with emission limits in its FEPTIO Permits and failed to adequately vent emissions from furnaces to their control devices, as required by the FEPTIO Permits. EPA also issued a FOV to I Schumann on March 6, 2014, alleging that I Schumann exceeded PM emission limits in NESHAP Subpart TTTTTT at Furnace No. 1 and Furnace No. 2. This violation resulted in release of excess emissions of PM to the environment.TACO will return I Schumann to compliance with the National Emission Standards for Hazardous Air Pollutants Secondary Nonferrous Metals Processing Area Sources (NESHAP Subpart TTTTTT) and the company?s Permits to Install and Operate. I Schumann has agreed to take the following necessary steps to return to compliance: achieve a total enclosure by increasing volumetric airflow at a specific furnace and installing new hoods at three furnaces, and relocating emissions sources to existing baghouses, add control device specific emission limits and performance testing requirements, add control device specific lead limits, and replace fugitive emission limits in the permit with a requirement to have no fugitive emissions. I Schumann will also need to apply for permit modifications to incorporate some of these components.
