Case summary

This Administrative Compliance Order requires Grant Park Co-Op Grain Company Inc. (Grant Park Co-Op) to comply with the Illinois State Implementation Plan (SIP) and its lifetime operating permit. Grant Park Co-Op owns and operates a grain-handling facility outside of a major population area at 116 Southeast Main Street, Grant Park, Illinois, with a total permitted annual grain throughput of 7 million bushels. The facility includes four major dump pits and internal transferring areas that have the potential to create particulate matter (PM). On July 20, 2012, the U.S. Environmental Protection Agency inspected the facility and observed that Grant Park Co-Op failed to 1) follow the housekeeping practices in 35 IAC ? 212.461(b) of the Illinois SIP, which include ensuring floors and other flat surfaces are free of grain and dust, maintaining and operating aspiration equipment and dust control devices at dump pits, controlling dust from the yard, and completing and maintaining records of housekeeping check lists; 2) convey air contaminants collected from its internal transfer operations through a control device with at least 90 percent by weight particulate removal efficiency; 3) reduce particulate emissions from its dump pits by at least 90 percent by weight by either applying an induced draft air stream that is conveyed to a control device or an equivalent system that can achieve the same reduction; 4) equip its dump pit sheds with devices that would prevent excessive wind velocity at the dump pits; and 5) employ socks, sleeves, or equivalent devices which extend the required distance below the sides of the receiving vehicle when loading grain. On December 21, 2012, EPA issued to Grant Park Co-Op a Notice of Violation for these violations. To come into compliance, the ACO requires Grant Park Co-Op to control PM emissions from its major dump pits and associated equipment and internal transferring areas in accordance with the Illinois SIP, by installing an induced draft on each major dump pit routed to a control device with a PM removal efficiency of at least 90 percent by weight. Grant Park Co-Op will also employ means to prevent excessive wind velocity at each major dump pit and will either enclose its internal transferring areas to prohibit the release of PM to the atmosphere, or will route emissions to a control device with at least the same PM removal efficiency required for its dump pits. Lastly, the ACO requires Grant Park Co-Op to conduct regular cleaning of its facility to prevent the accumulation of rotting grain and PM escaping to the atmosphere and to complete housekeeping checklists verifying required inspections of equipment. Full implementation of the control measures required by the ACO will result in emission reductions of PM by 41,522 lbs/yr, PM10 by 16,070 lbs/yr, and PM2.5 by 2,728 lbs/yr.
