Case summary

By way of this ACO, Winchester is agreeing to take certain actions to come into compliance with the Clean Air Act and the Title V operating permit for its East Alton, Illinois facility, resolving an NOV/FOV issued to the Facility on April 21, 2014. Winchester?s East Alton plant received the violation for two lead stack tests the company conducted in accordance with a Section 114 request issued to the Facility on June 12, 2013. The two tests conducted on the lead emissions from Winchester?s Lower Billet Melt Kettle (Stack LK-4) exceeded the federally enforceable limit of 0.04 pounds of lead per hour established in Winchester?s Title V permit. Consequently, this ACO requires Winchester to duct the emissions from LK-4 to a baghouse with a HEPA filter that will result in reductions of lead and particulate matter emissions of at least 94%.
