Case summary

U.S. EPA and the Farmers Grain and Coal Company recently entered into an agreement to resolve a September 27, 2013 Notice of Violation (NOV) issued to the company's grain elevator located at 409 South Tonica Street, Mason City, Illinois (Farmers Grain Mason City). The NOV cited Farmers Grain Mason City for violations of the Illinois State Implementation Plan (SIP) grain elevator rules and for violations of the facility's Lifetime Operating Permit. To resolve the violations, Farmers Grain has agreed to implement equipment changes so that two of the facility?s three grain pits are minor (300,000 bushels or less) exempting them from the requirement to install controls. For the third grain pit, a major dump pit, Farmers Grain has agreed to install a air pollution control equipment to reduce particulate matter emissions by 90 percent. In addition, the facility has agreed to chipseal all driveways and parking areas, install socks or sleeves on its truck loadouts, and implement a housekeeping program.
