The requirements within the ACO will return Radiac to compliance with the Illinois State Implementation Plan at 35 Ill. Admin. Code ? 201.141, which prohibits any person from emitting any contaminant which would cause or tend to cause air pollution in Illinois. 35 Ill. Admin. Code ? 201.102 defines air pollution as the presence in the atmosphere of one or more air contaminants in sufficient quantities and of such characteristics and duration as to be injurious to human, plant or animal life, to health, or to property, or to unreasonably interfere with the enjoyment of life or property. Radiac emits significant quantities of naphthalene air emissions, a possible human carcinogen, into the Salem, Illinois community. After consultation with ATSDR and CDC (see http://www.atsdr.cdc.gov/HAC/pha/RadiacAbrasives/Radiac%20Abrasives,%20Inc.%20_%20LHC%20(Final)%20_%2003-24-2014%20(2)_508.pdf), EPA determined that the facility caused a significant human health impact, due to these naphthalene emissions, on the Salem community. EPA issued Radiac a Notice of Violation on August 16, 2013. EPA and Radiac had a 113 conference on August 28, 2013. Radiac is required to install two thermal oxidizers, to operate at 98 percent reduction of naphthalene emissions. In addition, Radiac also upgraded an exiting thermal oxidizer to operate at 95% reduction of naphthalene emissions. The existing thermal oxidizer will control approximately one third of the naphthalene emissions from the plant, or 20,000 pounds per year. At 95% efficiency, the control device reduced naphthalene by 19,000 pounds per year. The two new thermal oxidizers will control apporximately two thirds of the naphthalene emissions, or 40,000 pounds per year, and at 98% efficiency, will reduce naphthalene by 39,200 pounds. Therefore, total actual naphthalene emissions will be reduced by 58,200 pounds per year. Total cost of injunctive relief is estimated at $1,000,000.
