Case summary

This Administrative Settlement Agreement and Order on Consent provides for the performance of certain removal actions by Respondent Ziegler Chemical & Mineral Corp. and the reimbursement by Respondent of certain response costs incurred by the United States at or in connection with the property located at 802 Ash Street in Lawrence County, Lawrenceville, Illinois, known as the Pioneer Asphalt Site. The Pioneer Asphalt Superfund Site covers approximately 12 acres within the southeastern end of Lawrenceville, Illinois. The Pioneer Asphalt Company plant was an asphalt production facility located on-Site in Lawrenceville, Illinois. Although owned and operated by several different entities over time, the Pioneer Asphalt plant was consistently used to manufacture asphaltic products. More recently, however, Respondent Ziegler produced a number of industrial products at the Pioneer Asphalt facility including, but not limited to, coatings, sealers, adhesives, ink additives, and fillers.
