This Settlement Agreement provides for the performance of a removal action by the Respondent at the WPSC Two Rivers MGP Site located at 2000 21st Street, Two Rivers, Manitowoc County, Wisconsin. The Wisconsin Public Service Corporation (WPSC) owned and operated the Two Rivers MGP from 1925-1946 and coal gas was produced using the carbureted water gas method. After 1946, the facility was used for propane storage and distribution prior to the availability of natural gas in the vicinity. Contaminants such as VOCs, specifically benzene, toluene, ethylbenzene, and xylene ( BTEX ), PAHs, metals, and cyanide were detected in sediment, soil, and groundwater samples collected in various locations at the WPSC Two Rivers MGP Site
