Case summary
EPA Issues CAFO, APO and ACO to Huron Lime, Inc., Huron, Ohio: EPA signed a Consent Agreement and Final Order (CAFO), an Administrative Penalty Order (APO) and an Administrative Consent Order (ACO) with Huron Lime, Inc., Huron, Ohio for alleged violations of the Ohio State Implementation Plan and Title V of the Clean Air Act. Specifically, Huron Lime is violation the pound per ton of lime produced emission rate set forth in the facilitys Title V permit for Kiln 2. The facilitys Title V permit limits Huron Limes Kiln 2 to 0.051 pound of hydrogen chloride (HCl) emitted per ton of lime produced; however Huron Lime is emitted HCl at a rate of 0.07 pounds HCl per ton of lime produced. EPA discovered these violations through HCl stack testing which was required by EPA through a Section 114 Information Request, dated September 2, 2010. Testing was completed at the facility on March 29-30, 2011. The CAFO requires Huron Lime to pay a $18,585 civil penalty. It also requires Huron Lime to spend at least to $55,755 to purchase and operate a street sweeper/vacuum to be used on the facilitys roadways and community roadways to reduce fugitive emissions. It also requires Huron Lime to install a quench system on Kiln 3 and a perfoil on Kiln 2 to reduce sulfur dioxide, HCl, and particle matter emissions from the kilns. Huron Lime is required to spend at least $680,000 to install the control equipment.
