egion 5 executed an Administrative Consent Order (ACO) under Sections 113(a)(1) and 114(a)(1) of the Clean Air Act (CAA) with HA International, LLC (HAI). On August 23, 2012, Region 5 issued a Notice of Violation, alleging that HAI�s facility in Oregon, Illinois was violating the Illinois State Implementation Plan�s (SIP) prohibitions on air pollution on emitting more than 8 lbs/hr of organic material, and provisions that prohibit the emissions of any air contaminant that may cause air pollution in Illinois. The ACO requires HAI to install and continuously operate two recuperative thermal oxidizers after obtaining a construction permit from the state, and to submit compliance reports showing that the oxidizers have achieved a 99% destruction efficiency for volatile organic compounds (VOCs). These controls will bring HAI into compliance with the Illinois SIP by August 23, 2014, and will reduce VOC emissions from the facility by more than 700 tons per year.
