Case summary

On June 21, 2012, EPA issued a Notice of Violation to Bridgestone Firestone North American Tire, LLC (Bridgestone) of Normal, IL alleging violations of the Clean Air Act. Specifically, at three tire assembly machines, Bridgestone exceeded volatile organic compound (VOC) emissions limits specified in their Title V Operating Permits. These violations were self-disclosed by the facility after an EPA inspection. To resolve the violations, EPA issued an Administrative Penalty Order and a Consent Agreement and Final Order to Bridgestone. Bridgestone will pay a civil penalty of $33,000 and complete a supplemental environmental project (SEP) costing at least $30,000. To complete the SEP, Bridgestone will pay to replace diesel-powered lawn care equipment owned and operated by the Bloomington Parks and Recreation Department with propane-powered equipment, thus reducing air emissions of volatile organic compounds (VOCs) and other pollutants in the local area. The penalty will resolve violations of the facility’s Title V operating permit.
