Case summary

Norbrook Plating, Inc. (Norbrook) owns and operates a plating facility that is an area source of hazardous air pollutant emissions at 11400 East 9 Mile Road, Warren, Michigan, where it conducts nickel electroplating of aluminum, steel, and stainless steel. On August 30, 2012, the U.S. Environmental Protection Agency issued to Norbrook a Finding of Violation alleging that it failed to control emissions from six electrolytic nickel tanks in accordance with the National Emissions Standards for Hazardous Air Pollutants: Area Source Standards for Plating and Polishing Operations at 40 C.F.R. Part 63, Subpart WWWWWW (Subpart WWWWWW). In subsequent correspondence with the company, Norbrook stated to EPA that it uses a wetting agent/fume suppressant to comply with Subpart WWWWWW but failed to keep the records and submit the notifications and reports required by the subpart. To come into compliance, Norbrook will submit to EPA an Initial Notification and Notification of Compliance Status and prepare annual certifications of compliance reports in accordance with Subpart WWWWWW. Norbrook will also begin recording each addition of wetting agent/fume suppressant to the bath of its electrolytic nickel tanks.
