The Consent Agreement portion of this CAFO is being issued for violations concerning the failure to provide RCRA training, to conduct weekly inspections, and to provide adequate secondary containment for their containers of hazardous waste. The training and weekly inspection violations were identified previously during an inspection in February 2008. Respondent was notified of those violations through a Notice of Violation dated April 10, 2008. S. P. Kish came into compliance with those violations by July 1, 2008, but had failed to comply once again by the November 16, 2010 inspection.
