Case summary
This is a referral requesting administrative warrants for entry, inspection, investigation, response to and removal of contamination from two vacant Sweid Oil facilities in Flint, MI. The buildings are vacant, however there are no placards prohibiting trespassing. The residential area near this location has many abandoned homes and is at very high risk for fires. The basement/pit area where oil changes were performed is now completely full of liquid. The liquid appears to contain high levels of new and used engine oil, antifreeze, grease and other chemicals typically used in oil change facilities. The level of liquids is nearly even with the floor above and any excess water entering the building would cause these liquids to spill into the City of Flint's storm drain system. Stains on the walls indicate that the liquid may have receded and has already potentially leaked into other drain systems. Entry inspection, investigation, copying and sampling shall be conducted at these facilities beginning at 8:00 am on May 24, 2012 and shall continue for the number of days that are reasonably necessary for the US EPA to complete the inspection.
