Case summary

The US EPA had calculated a civil penalty in the amount of $773,768. The civil penalties were assigned as follows: $45,060 to CAA; $78,060 to EPCRA; $570,277 to RCRA; $77,371 to TSCA and $3,000 to SPCC. EPA concluded that Saint Norbert College had met all of the criteria set forth in 65 Fed. Reg. 19618 (4/11/2000) as well as conditions set forth in the Audit Policy Agreement by and between the Wisconsin Association of Independent Colleges and Universities and the United States Environmental Protection Agency, Region 5. As a result, EPA has mitigated the civil penalty by 100%. EPA has also concluded that St. Norbert College did not obtain a significant economic benefit from its tardy compliance and therefore will not seek to recover the economic benefit, if any, from Saint Norbert College.
