Case summary
Region 5 conducted a day and night-time inspection May 26-27, 2011 at United Rolls and found the facility failed to adequately capture and control particulate matter emissions. A Notice of Violation was issued to the facility on September 29, 2011 alleging violations of 40 C.F.R. Part 63, Subpart ZZZZZ and the Ohio SIP. The facility made improvements and repairs to its PM capture and control systems following receipt of the NOV. The Consent Decree resolves the alleged violations by requiring performance testing to demonstrate compliance; establishing certain emission limits to ensure capture efficiency is maintained; development and implementation of a detailed operation and maintenance plan that ensures process units, capture, and control equipment will be maintained and operating properly; and installation of a bag leak detection system to monitor PM loading and ensure ongoing compliance with applicable requirements. The Consent Decree also requires payment of a Civil Penalty totaling $310,000 to be split 60/40 with the State.
