Case summary
Lincoln Electric violated the requirements to operate its baghouses within a certain range of pressure drop or velocity pressure, to record the reading each day, and to report all deviations from the range to Ohio EPA. Lincoln Electric also violated its particulate emission standard at EU P904 for 31days. Lincoln Electric will install a state-of-the-art pressure drop monitoring system on all its emission units that are controlled by baghouses, and will also install bag break detection systems on several of the emission units. Additionally, Lincoln Electric will reduce the HAP and VOC emissions from its facility through a SEP that requires them to replace some of the coatings it uses with low-VOC and HAP-free coatings. *Lincoln Electric also agreed to conduct two Environmentally Beneficial Projects (EBPs) to reduce VOC and HAP emissions by replacing two coatings used at the facility with lower-emitting versions. The EBPs are projected to reduce VOC emissions by 1396.6 lb/yr and HAPs by 312.2 lb/yr.
