Owens agreed achieve compliance with Subpart T and its FESOP when it installs leak proof couplings to transfer TCE to and from the degreaser. In consideration of Respondents ability to pay claim and cooperation, EPA determined that an appropriate civil penalty to settle this action is $1,200.
