Solutia Inc. (Solutia) owns and operates a chemical intermediate manufacturing facility at 500 Monsanto Avenue, Sauget, Illinois. The U.S. Environmental Protection Agency issued a Finding of Violation to Solutia on May 31, 2011 for violating Section 112 of the Clean Air Act, 42 U.S.C. § 7412; the National Emission Standards for Hazardous Air Pollutants: Miscellaneous Organic Chemical Manufacturing, at 40 C.F.R. Part 63, Subpart FFFF (the MON); and the National Emissions Standards for Equipment Leaks - Control Level 2, at 40 C.F.R. Part 63, Subpart UU, by failing to equip each open-ended line with a cap, blind flange, plug, or second valve. EPA discovered these violations through an inspection it conducted on August 4-6, 2009. EPA is issuing the Administrative Penalty Order concurrently with this Consent Agreement and Final Order (CAFO). Solutia demonstrated compliance by immediately blocking all open-ended lines that EPA discovered during its inspection and training its employees and contractors to identify any open-ended lines and notify appropriate personnel they find any. Under this CAFO, Solutia will pay a penalty of $23,794
