Case summary
Golden Bag Company manufactures and prints plastic bags at their facility in East Dundee, Illinois. In November 2010, a citizen complaint about odors prompted an EPA inspection of the facility. As a result of the inspection, EPA concluded that Golden Bag Company has been violating the odor mitigation clause of their FESOP, and a Notice of Violation was issued on January 12, 2011. This is a small facility located in a primarily residential area, and we determined the best course of action was to seek immediate mitigation of the odor issue. As such, Golden Bag Company has signed an ACO which requires that they install, operate and maintain an air filtration system to manage odors from the production of scented bags. In addition, the January 31, 2011 ACO requires Golden Bag Company to apply for a modification of their FESOP to require the use of air filtration systems to control emissions from all extrusion operations.
