Case summary
This ACO will resolve the violations alleged in the February 8, 2010, Notice and Finding of Violation (NOV/FOV) issued to CLI regarding the facilitys failure to properly operate equipment to control landfill gas, exceeding permitted sulfur dioxide emission limits, and causing numerous odor complaints, in violation of the facilitys Title V operating permit, the Illinois SIP, and the CAA. This ACO was negotiated with CLI representatives and will require the implementation of a detailed compliance program consisting of the following: - Waste Acceptance Plan for Processed Construction & Demolition Materials - Landfill Gas Collection and Control System Monitoring and Maintenance Plan - Cover system Evaluation Plan - Installation of Horizontal Gas Collectors Plan - Landfill Gas Total Sulfur Monitoring Plan - Control Device Variable Frequency Drive Technology Plan These plans will work in concert to assure the facilitys compliance with the matters identified in the NOV/FOV.
