Case summary
Red Wing SWBF exceeded the cadmium and mercury emission standards. According to the reports for eight performance tests, the Red Wing SWBF violated the cadmium emission standard on 23 days between November 30, 2005 and January 25, 2006, and the mercury standard on 67 days between January 25, 2006 and June 12, 2009. The failure of the Red Wing SWBF to continuously comply with the cadmium and mercury emission standards is a violation of the Small MWC FIP. We discovered these violations through a review of the performance test reports. The Red Wing SWBF replaced the ESP's collection plates and discharge electrodes to correct the cadmium emission standard violations. The Red Wing SWBF has installed a front end fuel cleaning facility which separates non-combustible materials from the solid waste stream before it goes into its municipal waste combustor to correct the mercury emission standard violations.
