Herff Jones violated 40 C.F.R. §§ 60.624 and 60.625 by failing to perform an initial test to verify that the flow rate of recovered solvent from the solvent recovery dryer at the termination of the recovery cycle is no greater than 0.05 liters per minute and failure to maintain records of the performance test at the facility. Herff will be required to develop and maintain records and monitoring per the NSPS and submit a permit modification to the Illinois Environmental Protection Agency (IEPA) to incorporate all requirements of the NSPS into its current operating permit.
