Case summary
Metals Recycling System (MRS) is a small scrapyard in Blue Island Illinois. They were found to be in violation of Section 608 of the Clean Air Act for not having a verification statements system or contract system with its scrap suppliers, nor did it have recovery equipment to recover refrigerant from appliances coming into the yard. Because this facility was one of the first identified in our scrapyard initiative, we required them to develop a SEP to help scrap peddlers change their attitude and practices when it comes to selling appliances for scrap. MRS developed a program to pay more for intact appliances, rather than accepting pieces of metal from appliances that probably were dismantled without the refrigerant being recovered properly. MRS has also agreed to not take any units with cut or tampered refrigerant lines. MRS purchased recovery units and trained its employees on proper recovery. They are paying for advertising for their program, as well as the additional cost of metal to their suppliers. They have also agreed to give EPA detailed information regarding impact of this program and how much refrigerant they are recovering now that they require units to be intact upon delivery.
