Case summary
Alter Trading Corporation, Inc. (Alter) is a scrapyard in St. Paul, Minnesota subject to the safe disposal requirements found at 40 C.F.R. 82.156(f). Alter has violated the final disposal requirements for appliances containing ozone-depleting substances. Alter has revised the Order, improved its contract system with long-term suppliers of vehicles, and begun recovering refrigerant from the vehicles it received from peddlers and keeping a log of all recovered refrigerant. Alter has also agreed to inform peddlers in the St. Paul area that it will be recovering refrigerant at its facility and also educate peddlers that it is unlawful to vent refrigerant, in an attempt to dissuade peddlers from improperly venting refrigerant prior to delivery.
