EPA v. PFEFFER'S CLEANERS (SB)

Case summary

On July 27, 2006 EPA revised the dry cleaner NESHAP to include a national ban on the use of equipment known as “transfer machines.” This ban became effective on July 28, 2008. A “transfer machine” is a multiple-machine dry cleaning operation in which washing and drying are performed in different machines. This equipment was banned because of the potential risks associated with the high level of perchloroethyene emitted to the atmosphere from this equipment. This is highest emitting type of perchloroethylene dry cleaning equipment. Through a 114 Request, EPA found that since July 28, 2008, Pfeffer’s Cleaners operated a transfer machine at its White Bear Lake, MN facility in violation of 40 C.F.R. §63.322(o)(3). This Administrative Order will ensure that Pfeffer's Cleaners no longer operates the transfer machine and has the equipment removed from its premises and scrapped.
