EPA v. NATIONAL RAILROAD PASSENGER (AMTRAK) NOTICE OF DETERMINATION

Case summary

On August 31, 2001, the National Railroad Passenger Corporation (Amtrak) submitted a self-disclosure report to U.S. EPA. In the submittal, Amtrak disclosed several potential violations found through routine audits of the Chicago facilities. The first potential violation was failure to include its IC engines as insignificant activities in its Title 5 permit application. The second potential violation pertained to failure to keep proper VOM recordkeeping for some of its tanks as required by the Title 5 permit. The third potential violation was failure to include two tanks in its emissions inventory reporting. The last potential violation was failure to properly label drain lines for the waste oil process. On June 11, 2008, U.S. EPA responded to the self-disclosure by stating that EPA does not intend to pursue additional actions to resolve these self-disclosure violations at this time.
