Case summary
On June 8, 2006, Region 5 inspected MAPEI facility at 530 Industrial Drive, West Chicago, Illinois. On August 24, 2006, Region 5 issued an Information Request for detailed information on the various new installations. On September 26, 2006, Region 5 issued a Notice of Violation (NOV) to MAPEI alleging violations of the Illinois State Implementation Plan (SIP). The violations included failure to obtain adequate Construction Permits. MAPEI will voluntary complete two Supplementary Environmental Projects that will reduce the amount of a highly odorous air toxic continuously released into the atmosphere and in their final product. MAPEI completed its SEP and achieved far more significant HAP reductions than it originally sought. For one product line, MAPEI had committed to reformulations to reduce Vinyl Chloride by 1720 pounds and was able to achieve 3469 pounds of reduction. For another product line, MAPEI had committed to a reduction of 1399 pounds of Vinyl Chloride, and was able to achieve a 3018 pound reduction. In total, MAPEI will be able to prevent over 6487 pounds per year of Vinyl Chloride from being released into the environment, which is 3368 pounds more than their projected goal of 3119 pounds.
