Case summary
The United States Environmental Protection Agency (U.S. EPA) responded to numerous citizens in Bridgeport and Petrolia, Illinois, complaining of health effects from hydrogen sulfide (H2S) exposure. The H2S emissions are a result of the oil production operations of PennTex Resources, Inc. and Rex Energy Operating Corp. (collectively PennTex). U.S. EPA and Agency for Toxic Substances and Disease Registry (ATSDR) conducted an Exposure Investigation and measured concentrations of H2S at serious levels of concern. The consent decree requires control measures that were designed to reduce the H2S emissions affecting residents in the Bridgeport and Petrolia areas. Under the consent decree, PennTex will install elevated flares at the six key gathering facilities and these flares will destroy H2S emissions from wells, tanks, emergency pits, and oil loading operations. Additionally, PennTex must model emissions, do a safety review, and implement a directed inspection and maintenance plan that includes repair standards.
