Administrative Order on Consent, E.I DuPont de Numours and Company (���DuPont���) in Circleville, Ohio On March 21, 2005, U.S. EPA entered into an Administrative Order on Consent with DuPont under Section 3008(h) of the Resource Conservation and Recovery Act. DuPont will implement the final remedy chosen by U.S EPA, to address contaminated media at their Circleville Plant. The remedy consist of ���Institutional Controls��� restricting contaminated soil at the Facility to industrial use with an environmental notice on the deed, and ���Monitored Natural Attenuation��� (MNA) with a contingent remedy if monitoring indicates that MNA in not working as expected. The monitoring will demonstrate if the 1,1-DCE Plume in the groundwater at the facility is naturally attenuating to acceptable concentrations before migrating to the Scioto River. DuPont has operated a pump and treat system for the 1,1-DCE plume since 1981, they will terminate the system with the implementation of the MNA remedy.
