Case summary

Spectro Alloys Corporation���s (Spectro���s) secondary aluminum production facility is an emission source subject to the requirements of the Act, including 40 C.F.R. Part 63 Subpart RRR (RRR) and is located at 13220 Doyle Path, Rosemount, MN. Spectro���s facility processes aluminum scrap to manufacture aluminum alloy ingots. Spectro conducted initial performance tests on its group 1 furnaces for hydrochloric acid (HCl) in February 2003. The results of those tests show that the combined furnace emissions were in violation of emission standards of RRR. Spectro informed Region 5 that they increased the lime injection rate to the baghouse and decreased the chlorine injection rate into the furnaces. The exhaust from the furnaces was re-tested in March 2004 and demonstrated compliance with the HCl emission standard. On December 9, 2003, Region 5 received a semi-annual report from Spectro. The report was submitted past the due date specified in RRR. The report included violations of monitoring and record keeping requirements established in RRR. The afterburner and baghouse temperatures on Scrap Dryer 3 were not recorded . The chlorine injection rate, afterburner temperature and baghouse temperature were not recorded on Furnaces 1 and 3. The semi-annual report included significant deviations from the required temperatures of the Furnace 1 and 3 baghouse and the Scrap Dryer afterburner and baghouse. In February 2004, Spectro conducted an initial performance test on a new scrap dryer that was installed in October 2003. The intent to test letter was submitted to Region 5 less than 60 days prior to testing. The results of that test showed that the dioxin/furan (D/F) emissions from the dryer were being discharged at a rate above the standard for RRR. In July 2004, Spectro re-tested the new scrap dryer which the results were in compliance with emission standards. Spectro informed Region 5 that they installed and replaced components of the scrap dryer to come into compliance. The case has been settled for $49,058 civil penalty and supplemental environmental project (SEP). The SEP will consist of paving limestone roadways within the plant.
