Youngstown Thermal owns and operates a steam supply facility. This facility consists of 3 spreader stoker coal fired boilers and 1 natural gas fired backup boiler. Youngstown Thermal failed stack tests at 2 of the boilers. In addition, Youngstown Thermal failed to maintain the pressure drop across the baghouses. Youngstown Thermal was not properly operating the pressure drop monitors and failed to record the pressure drop across 2 boilers. Youngstown Thermal failed to report pressure drop excursions to OEPA. APO issued to collect penalties for these violatios.
