Case summary
Formel was subject to the flexographic printing rule requirements in the Illinois SIP. U.S. EPA found violations of the coatings being used by Formel and issued an NOV. This case was referred to the U.S. Department of Justice for civil enforcement. However, Formel received a SIP revision from Illinois, that was aproved by U.S. EPA, that exempts Formel from the flexographic rule requirements. Formel installed a thermal oxidizer to control the VOC emissions as a supplemental environmental project and was able to reduce the penaly due to U.S. EPA.
