Case summary

IBA/Griffith Micro Science owns and operates a commercial sterilization facility in Willowbrook, Illinois, using ethylene oxide, which is subject to the NESHAP Subpart O. We inspected the Willowbrook facility in the spring of 2002 as part of an OECA sponsored statistically valid compliance survey. The inspection revealed violations which include failure to monitor, and failure to keep records. A pre-filing letter was issued in May 2002, followed by several meetings with IBA to discuss activities required to come into compliance. As of the date of this CCDS, IBA has submitted an approvable monitoring plan, which was approved on December 19, 2002. U.S. EPA is now issuing a unilateral compliance order, as described above, to bring IBA into full compliance with Subpart O.
