Case summary

The ESSROC Speed, Indiana cement facility violated emission limits in the National Emission Standards for Hazardous Air Pollutants for Portland Cement plants (Subpart LLL), as well as, the Indiana State Implementation Plan (SIP). Specifically, the facility's Kiln #2 violated the opacity hazardous air pollutant particulate matter (PM) limits in Subpart LLL and the Indiana SIP. To get into compliance with these limits, ESSROC replaced their existing Electrostatic Precipitator control device with a new baghouse control device. This change reduced PM emissions by 700,800 pounds per year. ESSROC has also agreed to install two separate Supplemental Environmental Projects (SEP), worth a total of $900,000. These projects include: making modifications to reduce fugitive dust at the Clinker Storage Building, as well as, paving well-traveled roads between the main plant area and the finish mill area. These two SEP's are estimated to reduce an additional 746,800 pounds of PM per year. The company has also agreed to pay a $750,000 penalty to resolve these violations.
