Case summary
'IFCO ICS-Chicago, Inc. (IFCO) was formerly known as the Acme Barrel Company. The facility has been a source of citizen complaints for several years. We began our investigation of IFCO through an inspection and the issuance of a Request for Information to conduct capture and control efficiency testing. As a result of the inspection, U.S. EPA cited IFCO for several violations of the Illinois VOM SIP (testing, recordkeeping and one coating emission exceedance). IFCO promptly addressed all violations (either by showing that they didn''t existing or immediately correcting them). As part of the settlement of this matter, IFCO agreed to install a permanent total enclosure around the drum furnace line in lieu of conducting Temporary Total Enclosure (TTE) capture efficiency testing (this injunctive relief is discussed in the CCDS for the Administrative Consent Order). The PTE is much superior to the existing capture system because the PTE yields 100 percent capture. About the same time as U.S. EPA reached agreement with IFCO, the company agreed to install a thermal oxidizer on its already-compliance paint lines as part of an agreement with the City of Chicago. Because of IFCO''s good faith efforts to comply and the significant environmental reductions achieved at the plant (beyond those required by regulation), U.S EPA decided to reduce IFCO''s penalty to $25,000.'
