'On February 5, 1998 and December 27, 1999, Honeywell International, Inc., Detroit, Michigan had releases of coal tar. Coal tar has constiuants benzo(a)pyrene and dibenz(a,h)anthracene that are hazardous substances under the Comprehensive Environmental Response, Compensation and Liability Act each with a one-pound reportable quantity. The February 1998 release was called into the National Response Center and the State Emergency Response Commission over 10 hours after the incident. The December 1999 release was called into the National Response Center and the State Emergency Response Commission over two hours after the incident.'
