SINCE 1983 WEST FRANKFORT HAS VIOLATED ITS NPDES LIMITS FOR BOD, TSS, FECAL COLIFORM AND CHLORINE RESIDUAL. IEPA HAS ATTEMPTED TO REACH A SETTLEMENT AGREEMENT WITH WEST FRANKFORT BUT TO DATE NO AGREEMENTS HAS BEEN REACHED. ACCORDINGLY, USPEA HAS IN- STITUTED ITS OWN ENFORCEMENT ACTION.
